<idAbs><DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This data set contains Outer Continental Shelf (OCS) block outlines for the BOEM Gulf of America Region where significant sediment resources have been identified through reconnaissance and/or design-level OCS studies. Coastal restoration, beach nourishment, and levee reconstruction are crucial to mitigate future coastal erosion, land loss, flooding, and storm damage in the Gulf of America Region. The success of long-term resilience efforts depends on locating and securing significant quantities of OCS sediment resources that are compatible with the target environments being restored. Offshore mineral resources, like upland sources, are extremely scarce where most needed. Additionally, some areas of these relatively small offshore mineral resources are not extractable because of the presence of infrastructure, archaeologically sensitive areas, and/or biologically sensitive areas. Since the use of OCS sediment resources is authorized by the BOEM through its Marine Minerals Program, the bureau is implementing measures to help safeguard the most significant OCS sediment resources, reduce multiple use conflicts, and minimize interference with operations under existing leases or rights-of-way. During the planning process, entities may reference the block attributes provided in this dataset to inquire about specific resources within those areas. As new information becomes available, blocks designated as significant sediment resource areas will be updated. In doing so, the BOEM MMP can continue to serve as an effective steward of our OCS resources. For more information on how BOEM manages multiple uses on the OCS or to get the most up to date information on official OCS block designations as significant sediment resource areas, visit https://www.boem.gov/marine-minerals/gis-data-web-services.</SPAN></P></DIV></DIV></DIV></idAbs>
<idPurp>The Gulf OCS Blocks with Significant Sediment Resources layer serves as a planning tool to assist in the management of Outer Continental Shelf (OCS) sediment resources, reduce multiple use conflicts, minimize interference with existing leases (e.g. oil and gas) and rights-of-way (e.g. submerged infrastructure, shipping lanes, military operations, etc.), and help avoid sensitive areas (e.g. archaeological sites, protected habitat, etc.). These OCS blocks represent areas within the OCS protraction grid where significant sediment resources have been identified through reconnaissance and/or design-level OCS studies. Additional OCS studies may be necessary in order to refine and quantify the extents of mineral resources within these areas. As new information becomes available, blocks designated as significant sediment resource areas will be updated. The Marine Minerals Program (MMP) within the Bureau of Ocean Energy Management (BOEM) is responsible for managing non-energy minerals (primarily sand and gravel) on the OCS. Access to and identification of potential OCS mineral resources is critical for the long-term success and cost-effectiveness of many shore protection, beach nourishment, and coastal habitat restoration projects along the Gulf coast. By replenishing these areas with sediment from the OCS, the Nation's coastlines receive crucial resources for the maintenance of a healthy coastal ecosystem. For more information or to get the most up to date information on official OCS block designations as significant sediment resource areas, visit https://www.boem.gov/marine-minerals/gis-data-web-services.</idPurp>

These individual data layers were identified by MMP as important, and they make up the bottom tier. Most individual vector layers and tables are collections of data from multiple sources and across multiple dates. Extensive research went into the construction of (1) the hierarchical groupings of data (primarily by subject matter and file format) and (2) technical aspects of the data model. Data within the geodatabase was consolidated to reduce redundancy, resulting in several stand-alone tables. Relationship classes utilizing global IDs were built between vector layers and stand-alone tables in order to link disparate data. The entire MMPGIS data model was originally constructed using ESRI ArcGIS Diagrammer, a tool that creates and edits a geodatabase schema. The resulting geodatabase structure, data, and relationship classes were reviewed thoroughly by multiple individuals using ESRI Geodatabase Diagrammer Add-In, ESRI ArcGIS, and Microsoft Visio. <stepDesc>The spatial and tabular data presented in this dataset were identified by the Bureau of Ocean Energy Management (BOEM) Marine Minerals Program (MMP) for the MMIS project as being critical for MMP's decision making and management responsibilities of Federal Outer Continental Shelf (OCS) mineral exploration and Federal non-energy sand/gravel lease activities. Original blocks identified in 2014 were based on potential sediment resources identified by studies conducted in the OCS and were derived from original BOEM OCS protraction grid block shapefiles using spatial querying techniques. Additional refinements to these blocks were made in 2015 to buffer the spatial extents of each sand source area to include blocks in the immediate vicinity (within 1500 feet). In 2018, refinements were made in collaboration with the Florida Department of Environmental Protection and the Geological Survey of Alabama. In 2019, refinements were made in collaboration with the State of Louisiana Coastal Protection and Restoration Authority. In 2022, blocks were added per the guidance of Jessica Mallindine (Marine Minerals Program) at the request of State of Louisiana Coastal Protection and Restoration Authority and the Texas General Land Office. Future updates to this dataset will occur on an as-needed basis as new information regarding the presence of significant sediment resources is obtained through additional investigations.</stepDesc>
